If you buy a picstart kit from Digikey, I forget how much$,
it comes with two processors, and all the info you need to 
build a controller you could plug into your rs232 port and
control whatever you want including multiple pwm servos.
The code is mostly written in the ap notes that come with it.

On the commercial side, I just got (and probably tossed) a flyer
from someone that does just that.  They use a PIC and drive 8
PWM survos, and have 4 bits of I/O for about $45 and it talks 
RS232.
