Dr. Nuzzi at the Pgh Spay and Vaccination Clinic is a great guy and
former zoo vet; as the name implies, he now only does spays, neuters,
and vaccination, but he is by far the cheapest source of these.  (I
know, we used to have 5 cats.  He actually gives quantity discounts!)
For more serious matters, I recommend the Pgh Animal Hospital on
Washington Blvd in East Liberty.  The vets there are incredible, and
have saved several of our animals from various ills, also at very
reasonable prices.
