Carl,
Car rental rates vary wildly from city to city.  The ground 
transportation supplement to the Official Airlines guide 
lists current rates for national rental companies on a 
city-by city basis.  The department gets it; it lives next to the OAG
in the main office.

Local companies sometimes have lower rates, but fewer offices and
possibly lower reliability.
