Because the law about foreing drivers applying for a Pennsylvania drivers
license changed this year I had big problems with some stupid, fu**
state troopers.

 No matter how many years you have driven in europe, asia, ...,
in Pennsylvania you are a beginner.
*****************************************************************

Here is the normal procedure for beginners:

1. Get a manual about the traffic law from one of the following places:
	- Trooper baracks at Washington Blvd.
	 Washington Blvd is the extension of 5th Ave. to the north.
	 Open Mo-Sa 9:00 a.m. to 4.30 p.m. (call first, times may change)

	- Pa State Office Bldg Downtown
	 Open Th 9:00 a.m. to 4.30 p.m. (call first, times may change)

2. Prepare for the theory test.

3. Take your passport, glasses (if you need galsses) and  Soc.Sec. card
   with you.

4. Go to one of the locations of point 1.
  
5. Fill out a form, take the eye test and take the theory test.
   If you fail: You can take the test tree times, but not at the same day.

6. Go to a physician and let him fill out the rest of the form. The health 
   center in Morewood Garden will do this for you (free of charge). Call 
   first and make an appointment.

7. Send the form with a check ($27) to Harrisburgh.

8. Wait about 7 weeks untill you get a learner's permit.

9. Drive to the Trooper's baracks at Washington Blvd with an other
   person on the passenger seat.
   
   This person has to have a PA drivers license!!!!!!!!!!!!!!!

   Take this PA drivers license, your learner's permit, the registration
   form and the insurance card of the car to the trooper.

   The car has to have a valid inspection and a valid emission sticker !!!
   (They will really check it !!!!)

10.Take the test. If you fail: You can take the test tree times, but not at 
   the same day.

11.The trooper will endorse your learner's permit. The learner's permit is 
   now your temporary drivers license.

12.Wait about 7 weeks untill you get your drivers license.

13.Go with your drivers license to a licensed photo center and you will get
   a VALID DRIVERS LICENSE.

14.Go to the next bar. Drink beer and forget this procedure.


Changes to this normal procedure, if you have a foreign drivers license:

At point 5. You have to give your foreign drivers license to the
trooper. He will send the license to Harrisburgh and you will never
see it again.
After you passed the theory test, he will give you a temporary drivers license.
With this license you can drive for 60 days.
Advantage: You don't need a person to come with you for the driving test
(Point 9).
Disadvantage: You loose your foreign drivers license. If you fail the theory
              test you will have NO license at all !!!!!!

 The following is AGAINST PA LAW. DON'T DO IT !!

At point 5. Don't tell the trooper that you have a foreign drivers license.
Advantage: You keep your foreign drivers license AND you will get a PA
           license.
Disadvantage: You don't get a temporary drivers license (but you can use
your foreign license).

Disclaimer: Do not blame me if it does not work this way. You are responsible
for yourself. DO NOTHING AGAINST PA LAW.
