Try Jack Hart garage on Blvd of the Allies between Ward st. and Welsford.
The place is a run-down one story garage.  It is operated by blacks and
does a lot of business with students.  Will usually charge you for headlight
adjustment in an inspection, but otherwise will let you pass with a bill
that is much lower than some other places.
