So I got a ticket the other day for parking in a restricted zone for
which the car I was driving was clearly displaying a valid permit.  As
far as I can tell, I have no reasonable choice except to pay the $25,
even though it's unfair and stupid, since the other options all
involve blowing half a day going to court.  Is that right?

In a similar situation, I sent my payment along with a letter of
explanation and a self-addressed return envelope.  I told them to
return my money if they believed my story, and I got my check back!
(P.S.  This didn't happen in Pittsburgh, though).

What I do with unfair tickets (the meter wasn't working etc) is send a check
with ticket and a note that starts: Paid under protest, and a note
explaining.  I have always gotten my check back... Takes awhile though.

Well, you could take a book with you to read while you wait in court
(sit near the back, since I recall someone saying once that the bailiff
made them stop reading something [it's disrespectful to the judge!]).

Your wasted time can be quite low. I got there about 10 minutes before
they started, was one of the first few cases, and only spent about 30
minutes there total. With travel and parking time, you can figure an
hour and a half, if you go early, and are reasonably lucky.

Call the Traffic Division. Tell them your story. Chances are that
they will believe you over the phone or at the very least they
will believe you if send them some documentation proving that your
vehicle has a valid sticker.
