For what it's worth, I've lived in Pgh for 8 years (and in Kansas for 25 before 
coming to Pgh) and have never bought snow tires nor felt the need for them. I
always carry a set of chains, and have only used them once in Pgh.  If you
have good tread on your summer tires, they will probably be fine for the few
weeks of snow we usually have around here.  If the tread is not good and y ou 
want to replace them, a good set of all-season radials will probably be more
useful in the long run.
