I recommend Tire America.  As I understand it, this is a chain store with
some sort of affiliation with Kaufmann's.  They have a store out at Kaufmann's
in Monroeville.  They will sell you tires in the price range you want without
high pressure and they have regular sales.  If you want anything other than
a tire installation -- a front end alignment, for example -- you will need
to make an appointment.
