I've used both Scribe and LaTeX for both casual things like letters and
working documents and real papers with figures. No comparison; LaTeX wins
hands down in all respects, with the minor exception of citations which are
a bit more of a pain.

I use LaTex all the time, and I'm pretty well sold on it. I got tired
of the sleazy mathmode in Scribe, so I now LaTex any document with a
significant amount of mathematics.

I still use Scribe for general, nonmathematical stuff though. What
Scribe does well (sectioning, different device types, and
bibliographies), it does very well. Also, Scribe is much better
supported here.

I haven't used Scribe much, but I've used LaTeX extensively; I did my
dissertation with it. LaTeX is much better if you do anything
mathematical; it uses TeX's math language for typesetting, with a few
additional symbols and constructors. I think the overall quality of the
typesetting is better, since it uses the TeX algorithms. Also, the
extensibility is better, since there's the full power of TeX macros at
your disposal.

On the negative side, I think minor changes to the standard document
styles are much harder to do in LaTeX; you end up having to read the
source of the LaTeX macros. There's no simple "inheritance" model like
in Scribe. If you're happy with the standard styles, this won't be a
problem.

By the way, "The LaTeX Book" is now in print (Addison Wesley). Good luck.
