Bob,
I used to have cable from Warner. What you quoted as ``TR'' sounds
like what they called ``Tier,'' or layer. I had Tier 3, if I remember
rightly; this had all of the regular stations plus some Cleveland, New York
stations; and I paid extra for the Movie Channel and Home Box Office.
The top level (Tier 4) was most expensive and you could get a foreign film
channel on it for extra money. It was the only one where you vould also get
ESPN (sports), neighborhood channels, etc. This may have changed since
I quit.
As for the reasons why I don't have the cable any more...
I found Warner to be the most incompetent and idiotic company I have
ever dealt with. It took then about 1 month to install the cable in the
first place, as they kept sending the wrong people round to do the job.
Once installed, everything seemed to be fine; they are very efficient when it
comes to billing you! However, we had an accident with a lightning strike, which
put our cable converter box out of order. It took me an age to convince warner 
that it was their box that was damaged; they agreed to send someone round to
repair it. To cut a long story short(ish), the guy never showed up.
By this time I was getting fed up with them missing appointments. So I cancelled. They even got that wrong! At one stage there were two sets of people coming
to my apartment: one to take away the box and cancel my service, the other to repair it.
In short, if you ever have to deal with the bureaucracy, you will need a lot
of patience.
Good luck if you decide to go ahead. The picture is better on cable, and
TMC and HBO were fun to have; but I couldn't stand the hassles.
