A little while ago I asked for recommendations for a restaurant that
had a private room that would seat at least 30 people for a birthday
party.  I got the following responses:

I went to someone's birthday party at the Taipei Chinese restaurant in Fox
Chapel.  They have a private room in their basement that holds 30-40 people.
The food was quite good but not great.

Try the chinese restraurant "China Palace" in Monroeville. Their food is
excellent! (From a native Chinese point of view, the food is the best 
in Pittsburgh area.) I had used them for banquets twice, one for 12
people, one for 30 people. Their prices range from $15-$25 per person
for big meal, or you can just order from regular menu, or even order
for some buffet style (I ordered food for buffet style for 30 people and
cost me total $275). You can discuss this with the owner Mike, he is
very friendly and helpful. If you really want to impress the guests, the
banquet with $15/person is good enough. Good luck with your hunting!

A few years ago I had a birthday party for a dozen people in the upstairs room
at Tambelline's Seventh St.  There was another group at the other end of the
room and we weren't crowded at all -- they could probably handle 30 with no
trouble.
