You'll have to go to the suburbs to get a good price.
The best place seems to be Service Merchandise.

No nearby Weis carries film or mailers.  This includes Oakland,
Shadyside, Downtown, and Allegheny Ctr.  The Etna K-Mart doesn't carry
print mailers, and the Monroeville store was out and didn't know the
price.

However, the best way to buy mailers seems to be to buy them along with
the film in the first place.  Example from Bruce Lucas:

Photography, Modern Photography, etc. for similar prices from their competitors.
