Audio-Visual services, in the basement of Hunt library, will convert PAL <=>
NTSC for $10 an hour.  They charge $6 for a blank, so bring your own blank
cassette.  They usually do it in a couple of days.

I'd think it's a good idea to rewind the source tape yourself, make sure it
cannot be recorded over (break the tab), leave clear instructions if you want
anything non-standard, and check the quality of the transfer as soon as it's
ready.  No, I haven't had any erased-tape disasters, but a little protection
goes a long way.  Yes, there have been a couple of cases when the quality of
the transfer was poor; they were very reasonable about it, and re-did the
transfer.
