I thought you might be interested in what I discovered. I ended up calling Mr Waterheater (NHills:486-4112, PGH:921-2080). We got a new Ruud high efficiency 40gal tank installed for $299. They were a little cheaper than all the other plumbers I called and they were able to do the job right away. This was ~3.5 years ago, and I think the price was something in the $250 range to purchase and install the new heater and haul the old one out to the alley for the regular trash pick up.
