I am using State Farm Mutual...and paying $300 per year (all qualifications
much the same as yours).  The difference seems to be your car ownership
period.  A friend from Columbia had a similar problem in NJ.  It seemed that
he was placed in the highest surcharge/risk category because he didn't have
a driving history that they could look up.  I would try to get them to either
rely on your 3 yrs experience (supposedly they only ask about the past three
years) and if they want more history, to pursue out-of-country license and
driving history.  I've looked into AETNA before and was unenthused.

Be sure you check what coverage is being offered.  That can account for
large price differences.  The state requires you to have some minimum amount
of liability coverage to pay for the damage you do to other people.  On top
of that you can get collision coverage which pays for damage to your own car
in an accident, "comprehensive" coverage which also includes things like
fire and theft, and medical coverage for you and your family.  In each of
the different categories you can be charged more or less depending on the
top-dollar limit of the coverage.

First, decide what coverage you want.  TELL each insurance agent what kind
of insurance you are looking for.  I think there might still be a difference
in rates, but not as large as you're talking about.

My own philosophy on insurance is to avoid catastrophes.  Being sued for
$500,000 is a catastrophe.  If I lost such a lawsuit I would be wiped out.
But minor damage I can pay for.  I might not like it, but I can pay for it.
So why should I pay someone else to hold my money so they can give it back
when something happens?

My experience is that it pays to shop around for auto insurance. I
believe it is at least as important which agent you go through as which
company you use. My insurance is with National Grange Mutual and it
costs $280/year. However I have an old car and minimum no nothing
insurance. Nevertheless I recomend you to give  my agent a call he is
located far away but it was worth it for me, call Simon Insurance

My personal opinion is that AMICA beats all insurance companies 
by miles.  It is not surprizing that they were rated number one.
The service is great!  If I call them up to ask a question, they
either call back the same day with an answer or I get a letter 
shortly after (not a form letter either).  As far as claims go
I have only had one and I had the money within a week of the 
accident.

My father as AETNA for heath insurance and to put it mildly they
suck.  I have had several claims and they look for every way 
possible of getting out of paying (that fine print that you never read).
When they do have to pay for something it takes months.  I had
my wisdom teeth extracted and it took them 3 month to get around
to sending the money.

My folks have used AMICA for years and have been very satisfied.  They've been
reimbursed fairly for several accidents.

When I called them up a couple of years ago they wouldn't insure a car that
was regularly parked on the street at night.

I use AMICA.  I've never had occasion to file a claim, but the comments
I've heard about AMICA are very favorable and, based on the Consumer
Reports evaluation, I expect to have no problems.  Given the choice
between AETNA and AMICA I would choose AMICA.  As far as the difference
in cost of coverage, my guess would be that AAA is giving you some
extra coverage that the others aren't, though I don't know what that
is.  Perhaps they're covering your car, in addition to anyone you have
an accident with, and the others aren't?
