Question:

What if the city of Pittsburgh writes you that they want to collect back
taxes on your fellowship amount, because they found it on your federal
return, as it happened to a friend of mine.


Here are some replies with two notes from editor: 

1) as of today fellowships and scholarships are non taxable in PA and
PGH under certain circumstances, like full time student, working for a
degree etc... (A little bit more Reagonomics in Washington this will
soon change, happily following the double standard that as a graduate
student you are basically learning and unproductive, thats why all you
get is about minimal wage, - rather than the engineers salary that is
charged to your research sponsors, but for tax purposes you are still
consider you productive enough that this money is wages and you have to
pay taxes on it.)

2) Karen Olack is our SCS payroll accountant, people from other schools
or departments go to the corresponding person who does payroll
accounting for your school or deparment or institute.

I had the same a while ago. You are supposed to get a letter from Karen
Olack  saying you dont need to pay city taxes, and send
it to them asap

You need to either call the person on your letter and explain
that you don't need to file a city tax return and/or talk
to Karen Olack who will give you a letter to send
the city to tell them that you are exempt.

The city (actually intelligently) compares those who filed
PA and federal tax forms listing Pgh as place-of-residence
with those who file Pgh tax forms.

Get a letter from Karen explaining you don;t have to pay tax.  She
has a form letter for it.  It is very easy.
