When SAS ripped the handle off my suitcase a couple of years ago, I let my
fingers do the walking ... to "Luggage -- Repairing" in the Yellow Pages.

I found there a place on East Carson -- Rynn's, I think -- to which I took
the bag and the paperwork from SAS.  The bag is an obscure brand and they
had to order parts, but they knew how/where to order parts, and they took
care of all the reimbursement paperwork.
