Hans,

When requesting the French visa you should be sure to ask for multiple
entry.  Otherwise it's once in and once out on that visa.

You should also ask for a 12-month visa.  Otherwise you're likely to
get the default 3-month variety.

Take these lessons from one who got burned not knowing them ... once.
The second time I got a French visa things went much better.

Also, the problem with going to DC is that the NY embassy handles requests
>from the Pgh area.  Sometimes the DC crowd will give you a hassle if they
find out you are not from their area.  You can doubtless come up with an
appropriate story to ward off this possible snag.

To get a passport you apply to the State Department.  (I assume your
friend is a US citizen.)  You can go directly to the Passport Office
at the S.D. in Washington, but there are branch offices in some large
cities.  (In Pittsburgh, for example, you can handle it locally.)
I'd recommend your friend call the Passport Office in DC for
information on how to apply -- long distance information should have
the number.

For a French visa, the nearest French consulate is the right place to
go; I would expect that the closest one for your friend is at the
French embassy in DC.  A phone call should elicit the procedures.
(She'll need to get her passport first.)

The passport can be handled by mail and should take a month or so to
get.  I've heard that the French are being sticky about visas and
want you to show up in person at the consular office, but this could
be incorrect.
